Glubokovskiy Mikhail K. has headed Russian Federal Research Institute of Fisheries and Oceanography since December, 2012.
In 1971 he graduated from Biologo-soil Faculty of Leningrad State University.
From 1971 till 1993 he worked at Far East Branch of Sea Biology Institute of the Russian Academy of Sciences (Vladivostok). He has begun in the position of trainee-researcher and has finished at the post of scientific work deputy director of the Institute.
From 1993 till 1996 – deputy, vice-chairman of the Committee on Education, Science and Culture of State Duma of the Federal Assembly of the Russian Federation (the first assembling).
From 1996 till 2000 - deputy, vice-chairman of the Committee on Education and Science, chairman of the Committee on Natural Resources of State Duma of the Federal Assembly of the Russian Federation (the second assembling).
In 2000 – state secretary, deputy minister of the Ministry of Science and Technologies of the Russian Federation.
From 2000 till 2002 – president of the Scientific Organizations Union of Russia.
In 2002 – member of the Federal Assembly Federation Council of the Russian Federation (the first assembling) from Primorskiy Krai Legislative Assembly.
From 2002 till 2005 – vice-governor of Primorsky Krai, representative in Moscow.
From 2005 till 2008 – deputy director of Fishery Policy Department of the Ministry of Agriculture of the Russian Federation.
From 2008 till 2009 –counsellor of the head of the State Fisheries Commission of the Russian Federation.
From 2009 till December, 2012 – first deputy director of VNIRO.
Since December the 5th, 2012 – director of VNIRO.
Glubokovskiy Mikhail Konstantinovich is the author of 60 scientific and popular scientific publications.
Glubokovskiy Mikhail Konstantinovich is chairman of dissertation council D 307.004.01 on specialties: ichthyology - 03.02.06, hydrobiology - 03.02.10, biological resources - 03.02.14, as well as chairman of Academic council of Federal State Budgetary Scientific Institution «VNIRO», chairman of biological section of «VNIRO».
In 2007 he was appointed representative of the Russian Federation in the Russian-Iranian Commission on Fisheries.
Since 1992 - co-chairman of Far East Association of Scientists, chairman of editorial council of « Fishery Issues» magazine.
Associate editor of the scientific magazine «Sea Biology».
He has been awarded by medal «In Memory of 850 Moscow Anniversary»; honorary diploma of the Federation Council of Federal Assembly of the Russian Federation, gratitude of Federal Fisheries Agency, medal «For Merits in Fishery Development of Russia of the IInd Degree»; medal «For Merits in Fishery Development of Russia of the Ist Degree». Corresponding member of the Russian Academy of Natural Sciences. Member of bureau of Central Office of the public association «Apple».
Area of scientific interests is connected with biology and evolution of Far East salmons. M.K. Glubokovsky is participant of many scientific expeditions in Primorye, Sakhalin, Kamchatka, Chukotka, Taimyr. In 1990-1992 he was one of organizers and active participants of «The long-term ecological development program of Primorsky Krai», in which there were defined measures for improvement of habitat and health of Primorsky Krai population. Since 1993 he has been engaged in development of the comprehensive program of salmon economy revival in Primorye.
