She participated in the work of scientific groups of International fishing organizations-ICSEAF and ICES (in the groups on multi-species modeling), also participated in the Arctic Group of Fisheries Regulation.

She was a regular lecturer in the Industry Seminar classes held since 1985, teaching employees of industry institutes mathematical methods of fishing theory, including methods of stock assessment and forecasting of permissible withdrawal.

T. I. Bulgakova regularly reviews scientific works of industry employees for scientific journals, both industry and academic.
