Betin is a leading scientist in thr field of taxation in the fisheries complex, pricing and creating investment incentives in the mechanism of paying rates for the use of  aquatic biological resources,as well as optimizing the mechanism of investmeny quotas and improving statistical reporting. Author of more than 70 scientific articles, 4 monographs. He has the Gratitude of the President of the Russian Federation and state awards.
